Regenerate from Wiswa, then fix what the regen would otherwise have lost
and pin what it does not manage.

Wiswa-managed changes: the QA workflows pin their actions to commit SHAs
and no longer persist credentials on checkout; the zizmor pre-commit hook
and .github/zizmor.yml arrive, with the latter's contents now driven by
github.zizmor in .wiswa.jsonnet; Dependabot gains a seven-day cooldown;
detect-aws-credentials tolerates missing credentials; the dictionary is
sorted through file-contents-sorter in byte order; clang-format moves to
v23.1.0 with InsertBraces on; the release agent becomes the make-release
skill; Yarn moves to 4.18.0 and cspell to 10.1.0.

Take the vcpkg constraints from utils.latestVcpkgPortVersion instead of
literals. The literals in .wiswa.jsonnet had gone stale, so the regen
downgraded ecm from 6.28.0 to 6.7.0 and qtbase from 6.11.1#1 to 6.8.3,
silently undoing Dependabot's bumps. ecm now resolves to 6.29.0.

Set want_winget to false and drop publish-winget.yml. This is a hook that
configures systemd-resolved for a ppp interface and its vcpkg manifest
supports Linux alone, so a WinGet manifest can never apply to it.

Pin every action in the hand-maintained workflows (Build, CodeQL, GitHub
Pages, Release, and Tests) to a full-length commit SHA, set
persist-credentials: false, and clear the remaining zizmor findings. Qt
now installs through Tatsh/install-qt-action. Release stops writing to
GITHUB_ENV and carries the tag as a step output instead, and the tag no
longer expands inside a run block in Build.

Replace softprops/action-gh-release with gh release create and gh release
upload. Both architectures publish into the same draft, so the create is
retried to tolerate the other job winning the race.

Refuse to publish a release that is missing an asset. Build is now a
required workflow rather than an optional one because it is the only
producer of release assets, its upload step fails when no AppImage
