Regenerate with Wiswa fab721c, then repair what the replay would have
regressed or left stale.

Managed files: pin actions/checkout, actions/cache and cspell-action to
SHAs with persist-credentials disabled; add the zizmor pre-commit hook
and .github/zizmor.yml; add a Dependabot cooldown; bump clang-format to
v23.1.0, Yarn to 4.18.0 and cspell to ^10.1.0; enable InsertBraces in
.clang-format, which leaves src unchanged; move the release agent to the
make-release skill; re-sort .vscode/dictionary.txt by byte value.

Resolve the ecm and qtbase vcpkg floors through
utils.latestVcpkgPortVersion so a regen tracks upstream rather than
reverting Dependabot's bumps to 6.7.0 and 6.8.3. Set want_winget to
false so publish-winget.yml is never generated, and trim the zizmor
ignore lists to the single workflow this project hand-maintains.

Pin every action in the hand-maintained workflows to a full-length SHA,
set persist-credentials: false on their checkouts and move
github.ref_name out of a run block, so zizmor reports no findings.

Replace softprops/action-gh-release with inline gh release create and
upload calls that fail when no AppImage was produced and when an asset
is not in the uploaded state afterwards. The Release workflow now treats
a missing Build run as fatal instead of optional, and refuses to undraft
until every expected per-architecture AppImage is attached.
