workflows/release: require every expected asset before publishing

Publishing checked only that the upstream workflows had succeeded and
then undrafted the release. A build leg whose upload never happened, or
a whole workflow that never started, still ended in a published release
with assets missing and nothing saying so.

The draft's attached assets are now matched against the list a tag is
expected to carry: both AppImages, the five plugin bundles, the Windows
and macOS packages for both build types, both snaps, and both Flatpak
bundles. Anything missing fails the run and leaves the release a draft.
The patterns were checked against the assets of v0.8.11, which matched
all eighteen.

A missing run of Build, Flatpak, or Snap is no longer treated as
optional either. Those three produce the assets, so an absent run means
not ready yet rather than nothing to wait for. The workflows that only
gate quality stay optional.
