Retry pip install steps in GHA to survive truncated PyPI downloads (#83)

Wrap all pip install steps in a small retry loop (3 attempts, purging
pip's cache before the last one) because pip does not retry a download
which was cut off mid-transfer (``IncompleteRead``).

Drop the weekly pip cache key rotation again: the corrupt-cache theory
behind it did not hold up (the failed run restored the same immutable
cache entry as an earlier successful run), and with the weekly cron on
Sundays the rotated cache was written but almost never read.
