chore: bump kcl-openapi to v0.11.1 and VERSION to 0.12.10

Pulls in kcl-openapi#167 which makes CEL `x-kubernetes-validations`
produce compilable KCL `check:` blocks (strips `self.`, maps
`has(self.X)` to `(X != None)`, drops ternary and `size(self)` as
unsupported, and propagates the `regex` import for `.matches(...)`
rules).

Also bumps the CLI VERSION to 0.12.10 and adds Version_0_12_10.
