Complete the 1.7.0 contract: bounds, saturation, overwrite and docs

Writers overwrite the bits of the field they write and leave the rest
untouched. Readers and writers stay within the logical size of the buffer
and fail before touching the data or the index. Values that do not fit
saturate to the bounds of the field instead of wrapping, and negative
sizes, widths above 64 bits and oversized buffers are rejected.
getNextByte(size, false) returns the bits in place, and padding before a
length not multiple of 8 right-aligns the value on the field.

Dates use a per-thread LRU formatter cache and log parse failures at WARN
without a stack trace; hexa parsing errors no longer echo the input.

Javadoc states the contract of every method, the README signed example
gets its missing reset(), and CHANGELOG.md lists the behaviour changes
since 1.6.0. Version bumped to 1.7.0-SNAPSHOT.

Tests: 48 -> 132, pinning the contract at every alignment.
