(fea) add node_links and node_backlinks MCP tools (#35)

Adds two read-only MCP tools, node_links(id) and node_backlinks(id),
mirroring the existing node_get/node_match pattern: a new
service/links.go with NodeLinks/NodeBacklinks (reusing
enumerateNodes/guardIsGraph/ErrSeedNotFound unchanged) plus small,
separately-named nodeRelations/buildRelationReverseIndex helpers so
Subgraph's existing Edges-only traversal invariant stays untouched.
Both tools report a node's structural Edges and inline prose HRefs
together, per spec 030's Assumptions.
