fix: validate all limits at construction time (#1335)

busboy compares limits with strict equality, so a non-integer value never
matches and silently disables that limit. Extend the fileSize check from
#1395 to every key in limits: each must be a non-negative integer or
Infinity, otherwise a TypeError is thrown when multer() is called.
