Fixed ruff issues in test_storage_fabric.py; Fixed missing constraints (#2259)

Details:

* The new test_storage_fabric.py module and the ruff 0.16.0 fix PR somehow
  crossed, so that the ruff issues in the test_storage_fabric.py module
  remained unfixed. These are fixed now.

* Added missing minimum constraints for the new nab-project and
  nab-provider packages.
