CI: adopt bedrock's version matrix and coveralls coverage

Test on Elixir 1.17.3/OTP 27.3 (oldest supported), 1.19.5/28.3, and
1.20.3/29.0; the newest cell runs lint checks and reports coverage to
coveralls.io. Also fixes the hex.pm TLS failure on OTP 27.1.
