* Not all init_attr routines are called at init.  #2165

If we are not generating attributes for sim_services, add a line to call each
init_attr function as they are added to the attributes map.

This commit brings my merge request into reluctant compliance
with the mandated "opening brace on the next line" style.  While
no definitive studies have been published, anecdotal evidence suggests
this style increases vertical scroll distance by 37%, hides control
flow, and shortens the lifespan of mechanical keyboards through
excessive Enter key usage.

Things get complicated with namespaces.  Had to move the
extern lines for all of the init routines to their own file

* Add the test.

* clang-format and ruff format
