refactor: split unit and integration tests into vitest projects and separate CI workflows (#1434)

Splits the repo's Unit and Integration tests into **separate GitHub
workflows**, with jobs defined by **vitest projects** instead of the
previous single `unit-and-integration` project +
`SKIP_ATLAS_INTEGRATION_TESTS`/`SKIP_ATLAS_LOCAL_TESTS` env-var
filtering and positional path filters. It also folds in the Atlas
streams/clusters CI fixes (shared-streams-workspace provisioning,
self-healing teardown, parallel jobs) that were previously on PR #1431 —
that PR is superseded by this one.
