chore: Init v0.13.0 (#953)

Repo-wide sweep of the Archon app/service version after the v0.12.0
release. Separate axis from the @didcid npm packages, which lerna
versions independently, and from archon-keymaster, which tracks
@didcid/keymaster by hand.

A blind sed over every match would have corrupted three things, so the
sweep is anchored to version declarations rather than to the string:

Node engine constraints. Eight of them read ">=0.12.0", and one file
also carries ">=10.12.0" and ">= 20.12.0". Bumping those changes what
the package claims to run on.

Third-party packages that are themselves at 0.12.0. retry, caseless and
@sentry/conventions all sit at that version, so their lockfile entries
carry "version": "0.12.0" exactly like ours. Five entries, matched by
being under node_modules; the two workspace entries at the same version
-- keymaster-ui and wallet-ui -- are ours and do move.

The generated API docs. Regenerated with generate-openapi rather than
edited, which is only correct because swaggerConf.js is in scope: it is
the generator's source of the version, and a sweep that misses it leaves
every later regeneration stamping the old number.

Lockfiles were validated with npm install --package-lock-only on the
pinned npm 10.9.2. The root and twenty of the service lockfiles came back
byte-identical. Five did not, and not because of this change: they were
generated by a newer npm and lose their libc fields when 10.9.2 rewrites
them. That churn is reverted here and left for its own change, since it
has nothing to do with the version.
