Remove four dead modules found by hunt-dead-code (#220)

First real sweep with the `hunt-dead-code` skill from #217. Removes all
four
clusters it reported. **695 lines deleted, 4 added.**

Closes bedrock-d3k, bedrock-wex, bedrock-1fe, bedrock-tp2.

One commit per cluster, so any single removal can be reverted on its
own.

## What was removed, and why each is dead

**`ObjectStorage.ChunkWriter`** (239 lines + 245-line test) —
superseded, not
abandoned. It buffered transactions and flushed on a size/time
threshold.
`demux/shard_server.ex` now encodes and writes chunks directly via
`Chunk.encode/1` + `Keys.chunk_path/2`, cutting on the demux's own
interval.
`wxf.3` (chunk format + writer) is closed; `wxf.6` (background
compaction) is
deferred and merges existing chunk files through `Chunk.encode/1` — it
would not
revive this writer.

**`ControlPlane.RateKeeper`** (3 lines) — a name, `@moduledoc false`, no
functions, no implementation since the initial cut.

**`DataPlane.Proxy`** (55 lines) — a read-version proxy GenServer.
Clients get
read versions through the transaction builder and commit proxies. No
open ticket
plans one.

**`Director.ChangingParameters`** (126 lines) — applied parameter
changes to a
running director. No callers since 2025-08.

## Test handling

`chunk_writer_test.exs` deleted outright — its subject is gone.

`chunk_reader_test.exs` got a surgical edit: the `describe "integration
with
ChunkWriter"` block and the now-unused alias. **No coverage lost** —
that block
built fixtures with `ChunkWriter`, and the same file already builds
chunks
through its `write_chunk/3` helper, which calls `Chunk.encode/1` (the
live
path). `read_all_transactions/2` keeps its own dedicated describe block
with 3
tests.

## Verification

Every commit passed `compile --force --warnings-as-errors` + `mix test`
individually, so blame is isolated per cluster. On the final tree:

- `mix quality` — format, `credo --strict`, dialyzer: **0 errors**
- `mix test` — **27... (continued)
