* ci: Fix the PHP 8.0 build and update the checkout action

Composer 2.10 blocks versions affected by a security advisory by default.
All of symfony/cache 6.0-6.3 is affected by CVE-2026-45073 without a fix,
so on PHP 8.0 the newest installable version is now 5.4, which refuses to
run alongside psr/simple-cache 3.0. The PHP 8.0 job therefore resolved an
unusable pair and every test touching JsonMapperBuilder errored out with
a LogicException from Psr16Cache.

Hold psr/simple-cache at 2.x for that matrix entry so it resolves a
combination symfony/cache 5.4 supports. All other entries already resolve
a valid pair and are left untouched.

While here, update actions/checkout from v4 to v7 to stop the Node 20
deprecation warning.
