release: archon-keymaster 0.6.3 (#951)

Matches @didcid/keymaster 0.6.3, published to npm today. Nothing bumps
this automatically -- lerna covers the JS packages only -- so the Python
version is kept in lockstep by hand.

The pin in keymaster_service moves with it. Those two are asserted equal
by test_service_dependency_tracks_repo_keymaster_version, and bumping
only the first is how the v0.11.0 back-merge broke its own checks.
