* ci(release): bump strongo/cicd pin from v1.14.5 to v1.14.9

Picks up today's fix that makes notarization verification use
spctl -a -vv -t install and assert source=Notarized Developer ID
(v1.14.5 predates it). v1.14.9 and the floating v1 tag currently both
point at the same commit (fd908b7c); kept the immutable-tag pinning
style this repo deliberately uses instead of switching to v1, per its
existing comment on why (isolate this notarization pilot from
unrelated upstream release-machinery drift).

No other change needed: the notarize block was already wired.

* chore: go mod tidy

Local go build refused to run without this (pre-existing drift,
unrelated to the pin bump — reproduces on a clean main checkout; CI is
green on main). Satisfies this repo's pre-push hook, which fails
closed on `go build` locally. No behavior change; full test suite
passes after tidy.
