Remove the Django upper bound (#881)

The <7.0 cap cannot make an install fail on a new Django major: the
resolver backtracks to an older release whose metadata never had a cap.
Verified -- django-bootstrap4 with django<5.2 resolves to 26.1 with
django 5.1.15, silently.

On Django 7.0 that means a user asking for Django 7 gets 25.3 rather
than an error: old, untested code missing every 26.x fix, including the
url_replace_param KeyError fix in 26.2.

Documents the rule in MAINTAINING.md so it does not drift back.
