Add just release-check as the first step of the release process (#675)

Two of four releases today shipped, or nearly shipped, code changes with
no changelog entry. django-bootstrap4 had a KeyError fix in
url_replace_param recorded nowhere; django-icons had a SafeString
rendering fix, the most significant change in that release, recorded
nowhere. Both were caught by hand, by diffing src/ against the last tag.

Nothing required that diff, and it takes several commands, so it does
not get run mid-release. This makes it one command and the first step of
the process.

Deliberately not a pass/fail gate: changelog entries do not reference
commits, so nothing can mechanically prove coverage. Issue numbers
appear in some entries and not others. A checker would either demand a
reference in every entry, which is a larger convention change, or emit
false failures. Printing both lists side by side turns a five-command
investigation into one command and a judgment call, which is the honest
ceiling here.

Not wired into `just build`, which also runs in CI, where a branch
legitimately may not have its entry yet.
