Release 26.3 (#862)

* Release 26.3

Stamps the Unreleased section as 26.3 and bumps version from 26.3.dev0.

Also reorders the release notes so the support-matrix changes lead:
dropped Python/Django first, then added Python/Django, then everything
else in its existing order. Dropping Django 4.2 raises the dependency
floor to >=5.2, which is a breaking change for anyone still on 4.2, and
it was previously about twenty entries down the list where nobody would
see it.

The reorder moves lines only — the set of entries is unchanged.

Verified: lint passes, `just build` passes end to end and produces
django_bootstrap5-26.3 artifacts.

* Mark the radio_select rewrite as breaking

It changes rendered HTML for every RadioSelect and CheckboxSelectMultiple
user: individual inputs now carry required/disabled, and the wrapper div
loses disabled/required/form and the always-empty class attribute. Under
the ordering convention that is a breaking behavior change, not a plain
fix, so it takes the **Breaking:** prefix.

Still sorts under bug fixes; the prefix does not move it.
