Add maintenance-round section and release-note ordering to MAINTAINING.md (#879)

Propagated verbatim from django-marina, the canonical source for shared
tooling.

The version support policy already said to track endoflife.date, but
nothing said when to look. Makes it the first step of a maintenance
round and of every release, and records that tox.ini, ci.yml and
pyproject.toml drift independently and must be checked together.

Also records the release-note ordering convention: security, dropped
Python/Django, added Python/Django, bug fixes, features, tooling, other.
Fixes sort above features because the audience is upgraders, not
shoppers. Security sorts above the support matrix so a vulnerability
notice is never below a version line.
