Note in PACKAGING.md that bootstrap4/5 add GDAL steps to ci.yml (#672)

PACKAGING.md listed ci.yml as copied verbatim, but the five repos have
three shapes: django-marina and django-icons have no apt steps,
django-bootstrap4 and django-bootstrap5 install GDAL in
python_django_matrix, and django-bootstrap3 installed it in build, a job
that runs no tests.

bootstrap3's steps are being removed as dead weight, leaving two shapes.
Documents the remaining one as a sanctioned exception, in the same form
tox.ini already uses for bootstrap5's `extras = jinja`, so the next
propagation neither drops the GDAL steps from the repos that need them
nor copies them into the repos that don't.

Also records the apt-get hang that motivated timeout-minutes, so the
next person to touch that step knows why the timeout is there.
