[fix] Validated duplicate IPs across related subnets #116

Updated IP address validation to check for duplicate IP addresses across
parent and child subnets in a hierarchy rather than only within the
current subnet. Added ``Subnet.get_related_subnet_pks()`` to retrieve
related subnet primary keys and ensure unique IP allocation.

Closes #116
