`ExperimentalSimulatorOptions.layer_noise_model` fallback to `ResilienceOptions.layer_noise_model` (#3280)

### Summary
Adding a fallback mode for the
`ExperimentalSimulatorOptions.layer_noise_model` to instead use
`ResilienceOptions.layer_noise_model` if it hasn't yet been populated
