Add the Darwin build foundation

Allow macOS builds to load a platform-neutral extension shell while low-level counters are developed separately. Add Intel and ARM64 CI coverage while keeping PIE installation Linux-only until a Darwin counter API exists.

Preserve Linux declarations for external consumers of the public C header and compile-check that compatibility contract in CI.
