Implement inline partial support

Compile and serialize inline declarations into validated module metadata, install lexical partial scopes at runtime, and preserve captured context and block-parameter stacks across partial calls.

Harden longjmp cleanup and recursive program execution, cover cache and allocation-failure paths, add fuzz corpus cases, and repair branch coverage report generation.
