fix: handle localized README pages as index

Update page path and ID generation so localized README files like `README.fr.md` are treated the same as `README.md`, while preserving their language suffix. This makes root localized READMEs resolve to localized homepages and section READMEs resolve to localized section indexes. Unit tests cover both cases.
