fix: better error if init() is missing from extension/detector

A detector or extension that is missing the init() function resulted
in a KeyError for 'init'. Topevel handlers (roundup-server,
roundup.wsgi) you get "init" as the message with no idea what was
happening.

Now we get TrackerError with:

  Missing init() function in demo/detectors/foo.py.
