ci: trigger post-merge publish and deploy on push to main (#75)

- npm-publish.yml and cloudflare-deploy.yml now trigger on push to main
  instead of pull_request[closed]: GitHub withholds secrets from
  pull_request events raised by fork PRs, so post-merge publishes and
  deploys silently failed for external contributions (mirror of
  humanspeak/svelte-motion#468). check-if-merged recovers the merged PR
  (labels, title, URL) from the commit via the GitHub API, and all
  downstream github.event.pull_request.* references now flow through
  needs.check-if-merged.outputs.*.
- Bump actions across all workflows and .trunk/setup-ci: checkout v7,
  setup-node v7, cache v6, upload-artifact v7, github-script v9,
  setup-python v7, codeql-action v4, stale v11, ghaction-import-gpg v7.
- Harden trunk analytics uploads (vitest + playwright) with
  continue-on-error so a flaky telemetry upload can never block a
  release; document the junit output paths in vite.config.ts and
  playwright.config.ts.
