Deliver the port state to every frame handler

Replace the single connection handler slot with a method on IFrameHandler,
delivered to all registered handlers like frames are, and to a new handler
on registration. The controller emulation gateway uses it to skip sending
while the port is down instead of logging an error per attempt.
