docs(cite): document the postgis-backed conformance run

The local-run instructions now bring the fixture up, name the pass floor run.sh
enforces, and give both schemes' tile arguments. The manual container walkthrough
gained the step it was missing: the server has to reach PostGIS, so the fixture
joins that network and the config it reads cannot say localhost.

Corrects a claim worth not leaving in the tree: CGO_ENABLED=0 is already
sufficient to keep the GeoPackage provider out, because the init() that registers
it sits behind //go:build cgo and config.Validate then rejects the type outright.
-tags noGpkgProvider is belt and braces. Verified by building without the tag and
watching a gpkg config refuse to start.

The six suite arguments that are test inputs rather than discoveries stay
documented -- omitting them still fails three MandatoryCore tests with a message
that reads like a service defect.
