ci: refresh the BSD jobs (#1901)

FreeBSD 14.1 is end of life. The release input takes the leading part and
picks the newest match, so "14" and "15" track point releases by
themselves.

Also enables cache-after-prepare on the four VM steps, and sets
CTEST_PARALLEL_LEVEL directly: the heredoc in the Test steps is unquoted,
so $JOBS was expanded by the runner shell where it is unset, leaving the
variable empty.
