Correct RFC 11 server mutation policy: blanket, not ownership-scoped

Scope discrimination is the client dev guards' job — isomorphic code
that misplaces a write already screams there. The server rule is that
no write is legitimate: all server writes should throw in development,
gated only on a dev-mode server build existing. Today's data-only
tolerance (#3064) is transitional, not contractual.
