cruft: update

Dictionary: eleven words go, all of them vocabulary that only ever
appeared in the PyInstaller workflow deleted in the previous commit --
codesign, filevers, lastexitcode, notarytool, onefile, prodvers,
signtool, tonumber, vers, xcrun, and colorlog, the last being the
--hidden-import that workflow passed. Checked with a cache-less cspell
run over all 92 files: no issues.

Tooling: the ty and types-docker floors move to 0.0.73 and
7.2.0.20260819, with uv.lock following.

make-release: a new step ahead of the bump, to bring the security
policy's supported versions up to date. SECURITY.md is generated from
security_policy_supported_versions, so the setting and the rendered
table have to move together, and dropping a series has to be stated
because dropping one ends its support.

CITATION.cff carries the new release date.

package.json's _wiswa stamp is left as found. It still records a222760
while the make-release step above comes from a later generator, so the
two disagree; correcting it would mean inventing a run that nothing
recorded.
