chore: bump toolchain to 1.96.1 and MSRV to 1.96 (#690)

Aligns the repository with the fleet-wide toolchain standard: rust-toolchain.toml pins 1.96.1 and [workspace.package] declares rust-version = "1.96". Every workspace member inherits the MSRV via rust-version.workspace = true, so the raised floor lands in the published crates' metadata and is carried to their consumers. The fuzz project and scripts/og-image are workspace-excluded with their own toolchains and are untouched.

The cargo-deny CI job's explicit rust-version pin moves from 1.88 to 1.96 to match, and two example READMEs that named the old floor now say 1.96+. Clippy 1.96 newly flags nested if/if let chains that can collapse into edition-2024 let chains and manual `% n == 0` checks; those callsites are updated mechanically with no behavior change.
