Add Part.DeleteChild to remove a child from the tree

AddChild had no counterpart, so there was no way to drop a child (say an
attachment) from a parsed part tree before re-encoding it. DeleteChild
relinks the sibling chain around the removed child and clears its Parent
and NextSibling so it becomes a standalone part. Safe to call on nil and
a no-op when the part is not a direct child.
