cruft: update

A new rules file, .claude/rules/comments.md, sets out when a comment
earns its place and when it should be deleted. The Python rules gain a
line forbidding a rationale after a suppression comment, and the
instruction to explain a type: ignore with one is dropped.

The ci skill now runs its Python agents in parallel and reviews their
suggestions together rather than running them one after another,
qa-fixer moves out of that list to a formatting pass afterwards, a
yarn test:cov run closes the loop at the end, and click-auditor is
gated on the project using Click directly.

Ruff's output-prefer-rule-codes is enabled and noqa joins the
dictionary. uv-pre-commit moves to 0.12.6, and the lock file picks up
cuda-pathfinder 1.6.1 and idna 3.19.
