defaults/ruff: output rule codes instead of rule names

Every reference to a Ruff rule in a generated project is a code: the
ignore list in pyproject.toml, the noqa directives in the source, and
the suppression rule in the generated Claude instructions. A diagnostic
labelled with the rule name has to be translated before any of them can
be applied.

The setting is only needed because this file turns preview on for both
the linter and the formatter. Outside preview Ruff already prefers the
code; preview is what switches the output to names, and
output-prefer-rule-codes is what opts back out.
