Commit Message

ci: standardize required PR check names (#80)

Add lint and build gate jobs so all underlying jobs must succeed while
exposing succinct, stable status checks for repository rulesets. Normalize
the remaining check names, run Scorecard safely on pull requests, and rename
the release job to avoid an ambiguous build check.
