chore(ci): add Dependabot for actions and NuGet (#11)

The workflows here were just pinned to commit SHAs, which closes the
mutable-tag findings but introduces the opposite problem: a pinned SHA never
picks up an upstream fix on its own, so without something maintaining them the
pins rot. Dependabot rewrites the SHA and its trailing version comment
together, which is what makes pinning sustainable rather than a one-off.

Two ecosystems, both monthly and grouped, each with a 7-day cooldown so a
freshly published version is not proposed the day it lands.

nuget uses directory "/" so the updater walks all four projects (Client,
Models, Tests and the example CLI) rather than naming each.

release.yml fires on tag pushes, so merging a Dependabot PR to main publishes
nothing by itself.
