Drop the pre-q67.21.9 single-valued materializer migration

The single-valued `materializers/<tag>` family was born in 5d65c846 and
replaced by the set-valued `materializers/<tag>/<worker_id>` in b54976e9
(#198). Both are AFTER 0.6.1 (2026-08-19): 0.6.1's SystemKeys has no
materializers/ family at all. The shape existed only on develop, between
two unreleased commits, so no cluster an upgrade must carry can hold it
- and the dual-shape reader plus recovery's rewrite-and-clear was
carrying weight for a state that cannot exist.

Removes SystemKeys.legacy_materializer_key/1 and the
{:legacy_materializer_key, tag} parse arm (materializers/<tag> with no
worker segment is now :unknown, like any other non-entry),
Values.decode_materializer_ref/1, Reader's legacy decode clause,
MaterializerBootstrapPhase's legacy_keys collection (read_prior_refs
returns {:ok, refs} again), PersistencePhase.migrate_legacy_materializer_keys/2,
and RecoveryAttempt.legacy_materializer_keys.

Untouched: the bootstrap-record fallback for records predating
system_materializers (bedrock-q67.21.21's first defect), which rescues a
state develop clusters really are in, and the term_to_binary shard-tag
fallback (bedrock-q67.20.7).
