chore(ci): pin build-and-publish-nuget.yml actions to SHAs (#65)

The suite-wide pinning sweep only touched ci.yml, so this workflow kept its
mutable tags and its two github-actions-mutable-action-tag findings stayed open
after every other repo's closed. Integrity is the only plugin with a second
workflow file, which is why it was the only gap.
