cruft: update

Drop the exclude-newer-package pins. They held wiswa-typing and
wiswa-vcs at cutoffs in May and June that are months past, so the gate
no longer held back anything a fresh resolution would not have picked
on its own.

wiswa-vcs moves to 0.1.1, released 2026-08-06 and until now sitting
behind the 2026-06-02 cutoff. The lower bound in dependencies follows
it.

Those pins were the last bare dates in the file. uv reads a bare date
as the end of that day in whatever zone the machine is in, so a lock
made outside America/New_York shifted every cutoff by the offset and
rewrote the file for no other reason. exclude-newer stays, as a span
rather than a date, and carries no such ambiguity.
