chore(deps): update k8s.io/* to v0.36.3

Also updates go directive to 1.27.0 and pins CI workflows to the same
version, fixes hack/update-codegen.sh for the removal of the
deepcopy-gen --bounding-dirs flag in k8s.io/code-generator v0.36.3,
migrates .golangci.yml to the v2 config schema, upgrades CI to install
golangci-lint from the v2 module path (the old v1 path was resolving
to a stale release incompatible with go1.27 export data format),
fixes the staticcheck findings surfaced by the now-working linter, and
replaces the unmaintained engineerd/setup-kind action (broken dist
bundle) with a direct kind binary download in CI.
