ci: report coverage to Coveralls

The README has carried a Coveralls badge since 0.1.0, but nothing ever
uploaded a profile, so it has been showing no data. This is hi264's
coverage.yml, which the badge was copied from, adapted to this repo.

One job on ubuntu with Go 1.26, matching the newer half of the build matrix.
It needs no secret beyond GITHUB_TOKEN, which the shogo82148/actions-goveralls
action accepts for public repositories.

Coverage measures 84.7% locally and 84.6% with ffmpeg and x265 forced absent,
which is the shape CI runs in — the conformance tests skip without those
encoders, and they turn out to account for almost none of the covered
statements.
