test(httpapi): regenerate expired TLS test certificates

localhost.pem and client-client.pem expired on 2026-08-23, failing every
TestServe_IngestData_mTLS run on all branches:

  x509: certificate has expired or is not yet valid:
  current time ... is after 2026-08-23T09:07:59Z

Regenerated with a 10 year validity (CA: 20) instead of mkcert's fixed
2 years, so this stops recurring. recreate_certificate.sh now uses openssl
rather than mkcert, which also keeps the generating machine's username and
hostname out of the certificate subjects.
