feat: expose lifecycle-aware runtime capabilities (DAL-136) (#192)

Move the runtime capability snapshot to the frozen SCE-00 D9 schema v2 lifecycle vocabulary with conservative registration defaults, three-layer fail-closed validation (Python construction, Studio REST models, frontend decoders), the /api/v3 schemaVersion 2 envelope with regenerated OpenAPI/TypeScript artifacts, and docs/CHANGELOG alignment.

The Coveralls - rust delta (-0.002pp/-0.003pp on a zero-Rust-diff PR) was accepted by the maintainer on the two-measurement evidence recorded in DAL-136.
