TST: add global dtype fixtures and move some fixtures to top

- add the `floating_dtype` (real and complex floating) and
  `dtype` (additionally integer types) fixtures to conftest.py
- exclude only the backend bindings files in conftest.py
- add option to `run_doctests` to skip the tests based on a
  boolean parameter, intended to be used with `<xyz>_AVAILABLE`
- use larger array and filter in the explicit test and apply
  the `floating_dtype` fixture to be sure
- test dtypes and proper noise arrays in list conversion tests
- remove some obsolete imports
