### What kind of change does this PR introduce?

* Fast-forwards the cookiecutter to the latest changes
* Adjusts the permissions for some workflows to address security issues.
* Added the new "standard" AI disclosure guidance for code
contributions.
* Updated the ReadTheDocs configuration to use newer OS and conda
images.
* Modified `make servedocs` to use `sphinx-autobuild` (`make livehtml`).
* Added guidance for maintainers on git commit signing and immutable
releases.
  * Adjusted the source distribution inclusion/exclusion list.
* Set `bump-my-version` to sign tags by default.
* Dropped support for Python 3.10.
* Added AI agent contribution guidelines.
* Adopted `dependency-grouups` (PEP 735).

### Does this PR introduce a breaking change?

Somewhat. The release method now requires that maintainers and admin
generate GPG keys and share them with GitHub to verify signed commits.
The documentation URLs are included. Non-signed tags are no longer
accepted.

This PR also includes a new policy on acceptable usages and disclosures
required for AI tools. This is based on the "standard" approach defined
in the cookiecutter template.
