Create and recognize standalone Holoscan Modules (#225)

* feat: adapt Module template for standalone use

Bundle the helpers required by generated repositories, remove the local launcher, validate template inputs and licensing, and fix the generated metadata, CMake exports, and test dependencies. Project configuration remains out of scope for this commit.
